Programme Implementation and Management

 

Ownership of Plan

The strategic plan will continue to be owned by the CAPA leadership. CAPA will facilitate bold leadership commitment, involvement and partnership including resource mobilization within the Provinces and beyond. This plan gives strategic direction to CAPA Social Development work on HIV/AIDS, TB and Malaria for the next five years between 2007 and 2011. It is expected that during this period CAPA will build appropriate structures and organs through which different aspects of the plan will be implemented. Implementation of this plan in Provinces will be coordinated by the CAPA Secretariat.

 

Programme Operational Plan

The summary of the strategic areas of focus outlines broadly the strategies, objectives and activities that Provinces and Dioceses will use as a guide while implementing their respective programmes at different stages. See appendix 2 for activities log frame.

 

Capacity Building at Provincial Level

CAPA Secretariat will build human and institutional capacity of the Provinces and facilitate effective programme implementation through the coordinating offices. Coordinating offices will mobilise Dioceses and parishes to address HIV/AIDS, TB and Malaria within their communities.

 

Building and Nurturing Partnership

The Anglican Communion recognises that the problem of HIV/AIDS, TB, Malaria and other cross cutting issues like Poverty, Gender inequalities and Health care system reforms are too big for any one group to address. CAPA will seek to build new sustainable partnership in implementing this CHSP II (2007- 2011).

 

Resource Mobilisation

The demands that are likely to arise from the programs and projects will be overwhelming. More resources will be required to effectively implement the programmes, projects and activities that will emerge from the various work plans and partners. CAPA leadership will continue to identify and nurture funding, technical and learning relationship with various partners.

 

Research and Development

CAPA will engage and encourage Provinces and Diocese to carry out operational research that will continue to generate improved ways of implementing this plan throughout the five years. CAPA will work with Provincial health institutions to conduct ethical clinical research to improve the quality of care services delivery.

 

Financial Management and Accountability

CAPA’s financial systems and procedure have been developed for appropriate financial transparency in the allocation and use of funds designated for HIV/AIDS, TB and Malaria activities at all levels of the Church.

 The strategic plan will be monitored periodically and evaluated to determine its progress and level of implementation of all planned programmes. CAPA will develop appropriate M & E Procedures that will form a basis for programme monitoring and evaluation.
