A Message for World AIDS Day from the CAPA Chairman

Greetings in the Name of Our Lord Jesus Christ,

At our last 10th Council Meeting held in Mauritius October 2007, we were greatly encouraged by the progress made by CAPA on educational and pastoral concerns in the fight against HIV and AIDS.

We do however remain concerned about what seems to be the unabated spread of the pandemic, and the effect that it has on family life.

Pomp and Colour Marks the launch of the Strategic Plan

The second CAPA HIV/AIDS TB & MALARIA Strategic Plan was launched at the Panafric Hotel Nairobi, yesterday February 22 2007 in a colourful ceremony presided over by the CAPA Chairman and the Primate of All Nigeria Archbishop Peter Akinola.

In attendance were 8 CAPA Primates namely; Archbishop Peter Akinola of All Nigeria, Archbishop Bernard Malango of Central Africa , Archbishop Emmanuel Kolini of Rwanda, Archbishop Justice Akrofi of West Africa, Archbishop Fidele Dirokpa of Congo, Archbishop Bernard Ntahoturi of Burundi, Archbishop Ian Ernest of Indian Ocean and the host Primate Archbishop Benjamin Nzimbi.

Other invited guests were CAPA Bishops, CAPA HIV/AIDS Board Members, CAPA HIV/AIDS Provincial Coordinators, CAPA Partners, Church Leaders, Government Leaders, Diplomats, NGOs and the media.

The 5-Year Strategic Plan's Goal is to strengthen CAPA HIV/AIDS Programme Coordination to deliver sustainable integrated HIV/AIDS, TB & Malaria Services and mitigate their impact in Communities by 2011.

The plan focus on six identified and agreed priority areas of interventions and activities including monitoring and evaluation of the programmes, which seek to strengthen programme coordination and service delivery at all levels of the Church and Communities. These are:-

  • HIV/AIDS Prevention and Care
  • Tuberculosis Prevention and Care
  • Malaria Prevention, control and care
  • Communication
  • Internal Institutional Development (Strengthen Health and Education and Sustainability)
  • Related issues (Poverty Reduction and Gender equity)

In his keynote address, Archbishop Peter Akinola said, "The Church cannot afford to be indifferent because Christ calls us to proclaim his saving love to a broken, fragmented diseased world. A world in which, each of us is directly infected or affected by HIV/AIDS TB and Malaria."

This plan will be implemented in all the 12 CAPA Provinces and Diocese of Egypt.

CAPA HIVAIDS TB & Malaria Strategic Plan

Launching of the Strategic Plan

The second CAPA HIV/AIDS TB & MALARIA Strategic Plan is due to be launched on February 22 2007 at the Panafric Hotel in Nairobi, Kenya by the CAPA Chairman and the Primate of All Nigeria Archbishop Peter Akinola. Those expected at the launch are CAPA Primates, CAPA Bishops, CAPA HIV/AIDS Board Members, CAPA HIV/AIDS Provincial Coordinators. Others invited to the launch are Church Leaders, Government Leaders, Diplomats, NGOs and the media, friends and partners.

The launch is to be held at the Pan Afric Hotel between 11.00a.m and 1.00p.m.

CAPA World Aids Day Event

The Council of Anglican Provinces of Africa (CAPA), a regional coordinating body, joined the rest of the World to mark World AIDS Day with her Ecumenical and development partners.

The event was organized by CAPA regional partners namely: Ecumenical HIV/AIDS Initiative in Africa (EHAIA), Christian Aid Africa Office (CA), All Africa Conference of Churches (AACC) and the UN Millennium Development Campaign, Africa office. The event took place at the All African Conference of Churches building at Westland, Waiyaki Way, Nairobi in Kenya.

5 Year Strategic Plan Workshop 28th - 30th August 2006

The CAPA HIV/AIDS TB & Malaria programme held a very successful workshop coordinated by the CAPA Team and CORAT Africa. The 3-days workshop was held at the ACK Guest House Nairobi Kenya 8-30 August 2006. The aim of the workshop was to develop a 5 year strategic plan for the programme 2006-2010. The participants were drawn from different parts of the CAPA Provinces and other collaborating bodies. In attendance was His Grace the Archbishop of Kenya the Most Rev. Benjamin M Nzimbi who is also the Ag. CAPA General Secretary. He officially opened the workshop on Monday 28th August 2006.

The 5 year Strategic plan document on HIV/AIDS/TB/Malaria will enable CAPA strengthen and scale up programmes within the Provinces. Most of the objectives of the initial 5 Year Strategic plan document titled "Planning our response 2001" have been achieved. The earlier document focused on HIV/AIDS. The rationale toward the development of this document is that there is great need for a programmatic plan that will accommodate TB/Malaria in our intervention strategies. The workshop was sponsored by Action Aid International.

It is anticipated that the document will be ready for launching by Feb, 2007.

CAPA Appoints Coordinator for HIV/AIDS, TB and Malaria Programme

A New Member Joins the CAPA Family

Mr. Emmanuel Olatunji has joined us as the Coordinator for HIV/AIDS, TB and Malaria Programme.

Emmanuel was until recently the National HIV/AIDS Programme Coordinator for the Church of Nigeria (Anglican Communion) in the HEALTH/HIV/AIDS Department.

He holds a Higher National Diploma in Community Health/Public Health Nursing and is currently pursuing post-graduate studies in Community Care and HIV/AIDS.

Archbishop Peter Akinola, CAPA Chairman and Primate of all Nigeria, kindly agreed to second Emmanuel to work with CAPA in this capacity. We sincerely thank Archbishop Akinola and the Church of Nigeria for this kind gesture.

Mr. Olatunji will turn 33 in September and is not married.

We welcome Emmanuel to the team knowing he brings with him a wealth of experience and enthusiasm. We wish him every blessing as he serves God in this important ministry.

3rd HIV/AIDS Board Meeting

5 - 8 July 2004 South Africa

We, the members of the CAPA HIV/AIDS, TB and Malaria Board, drawn from the 12 CAPA Provinces, met in Germiston, South Africa from 5-8 July 2004 to consult and find strategies of how our church shall continue to respond to the HIV/AIDS pandemic on the continent of Africa.

We would like to record our sincere appreciation to Trinity Church and the Diocese of Massachusetts Jubilee Committee, who have funded and supported the work of the programme and the board from the inception of the programme in 2001.

We reaffirm our stance as a board that as a Church, setting an example of the compassion and love of Christ, we are well suited to help realise "a generation free from AIDS". Our theme hence was: "A new beginning."

The two-day meeting was officially opened by His Grace the Archbishop and Primate of Southern Africa and the Chairman of the CAPA HIV/AIDS, TB and Malaria board, The Most Revd Njongonkulu Ndugane who challenged us to reflect on the theological and ideological differences the Church is faced with today. We have therefore resolved as a board that the programme should continue receiving funding from its current partners regardless of the ecclesiastical differences. The programme should not be affected by these differences.

We have heard the reports regarding the appointment of full time HIV/AIDS coordinators and the development of strategic plans and policies in the 12 CAPA Provinces and the Diocese of Egypt. We applaud all the Provinces for adopting and implementing the All Africa Anglican Planning framework developed in Boksburg 2001. We have heard the concerns from the Provinces and partners regarding accountability and transparency issues.

We, the members of the board, thus commit ourselves to the following immediate actions:

  • Expansion of the HIV/AIDS programme to include Malaria and Tuberculosis i.e. HIV/AIDS, TB and Malaria Programme
  • Separate accounts for the programme
  • Separate audited accounts for the programme by September 2004
  • Recruitment of more staff, i.e. Financial officer; Monitoring and Evaluation Officer; Administrative Assistant; Gender Specialist
  • An audit committee to work closely with the executive committee
  • Annual Board and Coordinator meetings to review the progress of the programme and make the necessary adjustments
  • Support to needy provinces, i.e. Sudan; Indian Ocean; Burundi and Rwanda
  • Fundraising for implementation of Provincial Plans (US$125,000) since the ACC Compass Rose funds (phase two) are null and void.
  • Five-year strategic plan for the HIV/AIDS programme
  • A continental meeting drawing partners AIDS workers, Mothers' Union, Youth, Clergy, Bishops, PLWHA's and other stakeholders to be held in 2006, prior to the Lambeth Conference in 2008.
  • Continued and enhanced partnerships with Trinity Church, Diocese of Massachusetts Jubilee Ministry, ERD and ECUSA

We encourage Provinces to:

  • Submit regular narrative reports to the CAPA HIV/AIDS, TB and Malaria Programme which will enable the programme have both quantitative and qualitative data about the impact of the programmes in the Provinces
  • Make exchange visits to learn from the other Provinces
  • Provide both spiritual and financial support to needy Provinces
  • Uphold our brothers and sisters in the Sudan in prayer and to strongly condemn the social injustice in that country and other African countries experiencing conflict.

We therefore pledge and commit ourselves to ensure the full implementation of the above mentioned. We acknowledge our shortcomings as a Church in dealing with stigma and discrimination and therefore pledge to continue preaching that "Stigma is Sin" and reaffirm the words of the All Africa Conference of Church's leaders Summit that "the Church is HIV+".
